Advisory Committee

An advisory committee of eminent intellectual property experts provide independent guidance on 4iP Council’s research agenda as well as input on the organisation structure and governance. However, 4iP Council publications do not necessarily reflect the individual positions of each advisory committee member.

Koenraad Debackere

Chairman of the Advisory Committee, Koenraad Debackere, is Professor of Economics, Strategy and Innovation at the K.U. Leuven, MD at K.U. Leuven’s technology transfer office and Chairman of K.U. Leuven’s venture fund.


Heinz Goddar

Heinz Goddar

PhD in Physics, German and European Patent Attorney. Partner at Boehmert & Boehmert. Honorary Professor at the University of Bremen, Germany, and Lecturer at several domestic and foreign Universities, like Tsinghua University School of Law, Beijing. Director of Global Institute for Intellectual Property (GIIP), Delhi, India and ad-personam member of the European Patent Office Standing Advisory Committee (SACEPO). Heinz is Gold Medalist of LESI and a member of the IP Hall of Fame.

Valeria Silva

Valéria Silva is an interdisciplinary expert in international economic law, technology policy and regulation, specialising in AI governance, intellectual property, competition law and international trade. She is a Visiting Professor at FGV Rio's Centre for Technology and Society and has collaborated with organisations such as the OECD, where she supported the OECD.AI Policy team in conducting comparative analyses of national strategies, regulatory frameworks and taxonomies of AI incidents, and identified emerging policy trends at the intersection of environmental sustainability and digital technology. Her career includes positions as Affiliate Professor at ESCP Europe, Senior Fellow at the Carnegie Council for Ethics in International Affairs, Head of the International Department and Chief of Staff at the Brazilian Competition Authority, and post-doctoral appointments at Princeton, Oxford, and NYU, She holds a PhD from the University of São Paulo and Master degrees from Harvard Law School, Panthéon-Sorbonne and the World Trade Institute.

Gabriella Muscolo

Former Judge at the Court for Enterprises in Rome, former Commissioner at the Italian Competition Authority, former partner at Franzosi Dal Negro Setti with Muscolo, now of Counsel at Rucellai&Raffaelli . IP& Competion Law  expert, she is a deputy member at the Board of Appeal Committee of the European Patent Office. Gabriella teaches at Luiss University in the Master on Competition Law and Innovation and as a Fellow at King’s College London, is a usual speaker at international conferences and author of several publications in Italiana s well as in English in both fields of expertise.
